Click on "Edit" for a return. Look for the "Upload a shipping-label" section. You can upload up to 2 documents there. Make sure that the dynamic variable {MANUAL_LABEL_SECOND_DOWNLOAD_LINK} for the second document is also present in the email template being sent out to the customer.
